NOTICE IS GIVEN THAT ON THE DAY OF THE NOVEMBER 2, 2021 GENERAL ELECTION, SPECIAL ELECTIONS WILL BE HELD IN THE MUNICIPALITY OF THE CITY OF NANTICOKE ON PROPOSED AMENDMENTS TO THE CITY OF NANTICOKE HOME RULE CHARTER AS SET FORTH BELOW

CITY OF NANTICOKE PROPOSED HOME RULE CHARTER AMENDMENT
SPECIAL ELECTION QUESTION #1

 

Shall the City of Nanticoke Home Rule Charter be amended at Section 2.04 to read as follows:

 

"All members of City Council shall be electors of the City, at least the age of eighteen (18) and shall have been residents continuously in the City for at least one (1) year immediately preceding their election and must maintain all qualifications through the duration of their term."

 

Explanation of Ballot Question #1: If this question is approved by a majority of those voting, the minimum age of citizens eligible to serve on City Council will be reduced from twenty-one (21) years of age to eighteen (18) years of age.

 

If approved, this amendment shall take effect upon the certification of the November 2, 2021 General Election results.
 

CITY OF NANTICOKE PROPOSED HOME RULE CHARTER AMENDMENT
SPECIAL ELECTION QUESTION #2

 

Shall the City of Nanticoke Home Rule Charter be amended at Section 2.12 to read as follows:

 

"The City Council shall convene a regular Business Meeting at least once a month and shall convene a regular Work Session at least once a month. All regular meetings must occur at or after 6:00 P.M. A meeting can only be held if at least three (3) members of City Council are in attendance, as defined by Pennsylvania law, which shall constitute a quorum. Special meetings of City Council may be held if they are publicly advertised in the legal section of a newspaper, on the City’s website and posted in the municipal building at least seven (7) days in advance.”

 

Explanation of Ballot Question #2: If this question is approved by a majority of those voting, Nanticoke City Council may be convened as early as 6:00 P.M. instead of the 7:00 P.M. start time presently set forth in this section of the Nanticoke City Home Rule Charter. 

 

If approved, this amendment shall take effect upon the certification of the November 2, 2021 General Election results.

 

CITY OF NANTICOKE PROPOSED HOME RULE CHARTER AMENDMENT
SPECIAL ELECTION QUESTION #3

 

Shall the City of Nanticoke Home Rule Charter be amended at Section 3.06 to read as follows:

"The Mayor, during his/her term, shall not hold any other elected public office or be employed by the City of Nanticoke in any other capacity.”

 

Explanation of Ballot Question #3: If this question is approved by a majority of those voting, the Mayor of the City of Nanticoke shall be allowed to be employed by a municipality, or derivative thereof, other than the City of Nanticoke.

 

If approved, this amendment shall take effect upon the certification of the November 2, 2021 General Election results.

CITY OF NANTICOKE PROPOSED HOME RULE CHARTER AMENDMENT
SPECIAL ELECTION QUESTION #4

 

Shall the City of Nanticoke Home Rule Charter be amended at Section 4.02 to read as follows:

A.    Education and Experience

a.    A Bachelor’s Degree in local government, public administration, or political science or related discipline and a minimum of three years of public administration experience; OR

An Associate's Degree coupled with a minimum of ten years of local government or public administration related experience.

b.    Past local government or public administration experience of the individual must show performance in areas that include budgeting and finance, human resource management, information technology, risk management, grants procurement and administration, economic development strategies, understanding of state laws and other related matters including land use planning, zoning regulations, engineering, and public works.

c.    Experience and knowledge in local government accounting is desirable.

 

Explanation of Ballot Question #4: If this question is approved by a majority of those voting, the required minimum qualifications, education and experience for the City Manager of the City of Nanticoke shall be revised to alternatively permit the City Manager to possess an Associate’s Degree coupled with a minimum of ten years of local government or public administration experience. 

 

If approved, this amendment shall take effect upon the certification of the November 2, 2021 General Election results.
